Bump axum to latest version

We are currently using axum 0.7.9. The latest axum version is 0.8.3. Right now, we cannot upgrade the latest version because we have a dependency on okapi-operations which only supports axum 0.7. okapi-operations seems to be not maintained super actively :-(. Either we wait until okapi-operations gets an update or we find a different solution how to generate the openapi specs.

@slinkydeveloper do you have an idea for a different crate to generate the openapi specs?
