Restatectl commands to view/interact with log/node/partition configuration

Add restatectl subcommands to display basic cluster metadata. Add the following new commands/subcommands:

- [x] Print logs and individual log details
- [x] Print list of cluster nodes
- [ ] Print partition table and other relevant metadata
