Stop retrying long running tests on panics

It would be great if the long running verification test or the chaos test would stop retrying when the server exits with a panic. Exiting with a panic always represents an abnormal situation which should be investigated.

We can set the restate pod to not restart on exit, then all tests will fail until investigated - we can also maybe write automation to stop running new tests in this case
