Settings resetting on each restart

✍️ Description

Trying to set up a devtools theme, it works, but resetting on each restart.

🕵🏼‍♂️ Is this a regression?

Using Responsively the first time so I don't know.

🔬 Minimal Reproduction

1. Open Responsively
2. Enable allow custom UI themes from DevTools
3. Install devtools theme
4. Close and reopen DevTools, confirm the color scheme working fine
5. Quit app (cmd + Q or from the menu)
6. See plugins have been removed and devtools is back in default colors

It might be because of Electron not allowing plugins.
