Command line option to specify config file

Currently configs are loaded by just having a ResoniteModLoader.config next to the modloader dll. Could be paired with switching the ini like config to just be a json file like how headless configs are provided.

Would be great if you could specify the directories used by RML as well such as giving an alternative path for the rml_config directory.
