Add the Santa Fe laser timeseries dataset

The Santa Fe laser timeseries dataset is widely used for benchmarking, e.g. in the paper Harnessing nonlinearity: Predicting chaotic systems and saving energy in wireless communication. It would be nice if you add this dataset into Reservoirpy.
