File->Open dialog on web is awful

Describe the annoyance

When using the drop-down menu to open a file I need to click at four instances to load the file. That should be two.

To Reproduce Steps to reproduce the behavior:

1. Open drop-down menu
2. Click open
3. Click Choose files
4. Choose a file and click Open
5. Click OK

Expected behavior

1. Open drop-down menu
2. Click open
3. Choose a file and click Open
