Incremental web-build is broken on windows

I suspect this is a regression related to: https://github.com/rerun-io/rerun/pull/1201/files.

Now rather than over-building, the web view isn't picking up changes.

After deleting the target_wasm folder the behavior seems to be correct -- this may be a false alarm but going to leave open until I convince myself we're doing the right thing.

So it seems that sometimes the wasm isn't rebuilt when it should be
