Does RTD needs updated? Or is it requests_oauthlib that does? Twitter authentication

I'll make a reference to a post I ran into at StackOverFlow. It can give an sample of a situation that happend with me while I was following the same workflow on ReadTheDocs.

I got a PIN from Twitter instead of full redirect URL as the docs says. Is it the RTD page that need update or is it requests_oauthlib that does? Or both? Or neither?
