declaritiveNetRequest doesn't apply after browser restart

I've been having this issue with my own extension, and I have yet to solve this issue. I wanna know if you guys can somehow fix this. I've tried webrequest api, and many other methods to modify Response headers on manifest v3, but it seems all impossible after a browser restart.
