Sharing actions and reusable workflows

Prerequisites:

• The functionality available in the GitHub UI
• The (get/set) functionality available through the GitHub API and Octokit

New Feature

If Sharing actions and reusable workflows from private repositories could be managed thorough the repository settings app, it will grant contributors the ability to manage the settings without the need to contact owners and administrators of the organization.

If the feature is already supported by repository settings app, please share a snippet of the settings.yml accordingly.

Also looking for this level of support... When enabled, it users don't have access to cancel it, PRs would be stuck forever... (PR checks that fail and affected repos with users without permissions are without any option to bypass...)
