Kotsadm: Version History: Ability to disable deploy button until preflight checks have completed

In talking with @rajivml, it was remarked that it might be nice to have the ability to block or disable the deploy button until all the preflight checks have completed.

Currently we have a warning modal that pops up when trying to do this, but no way to disable it outright

This request/proposal could probably be considered separately from any proposals around being able to block deploying if preflight checks warn or fail. This is just about blocking before they have completed at all.

+1 to this proposal. We've had multiple customers ignore the preflight checks not being complete and having a deployment fail as a result
