Enable KOTS configuration on bootstrap and updates to increase max pod per node

There is no option to increase maxpods 110 per node for kots.

Provide a feature in kots to do this in kubelet config.

We have an internal issue (SC-35062) tracking this request. There's no firm ETA for when this might be supported, but I'll note this request for follow-up later. Thanks!
