Generate API reference

This PR adds markdown API reference in the docs folder and updates the Release workflow to automatically generate and commit the docs. I am not a Github Actions adept so I'm not sure how to test that the action actually works without doing a release 😅

Ultimately we'll want to integrate updated API reference into the main documentation site, but this seems like a worthwhile addition until/despite that.
