Make it possible to configure Ubuntu version

It should be possible to pin to a particular Ubuntu version for reproducibility. Handily, if you pick a stable version, this also means that the system packages will effectively be pinned (but with security updates).

Maybe this should also be added to cog init so projects get pinned by default?
