WIP / prototype - exploring serve command that has a playground

cog serve on your development cog will start both your cog & proxy that serve a local playground react app

cog serve r8.im/anotherjesse/sdxl-lcm-testing will download the cog image and then start it and the local playground react app

this means you can visit http://localhost:8080/form to see an interactive form that you can use to make predictions against your local cog.

This is a prototype to see how the parts we have can fit together
