Veto Maps Limit

I would love to make map voting not automated to the last map. Make it so you can choose how many maps it bans automatically before you can decide yourself. For example Inferno and Cache are left. In my automation Cache is number 1. So it bans inferno. But sometimes i ask my team what they want to play, if they hate cache i would like to ban cache and play inferno. I like automation but give us a setting so we can limit it to X bans before manual voting again.

I'd suggest to add it in the same style as "Shuffle Maps", but titled as "Veto Limit" and "Veto Limit Amount" with "Bottom N".

@timche I worked on this enhancement, please check it out, let me know. I was not able to work out a test case for this feature but the pseudo code I wrote worked logically. :sweat_smile:
