Improve monitoring on Validator instance

There is currently basic monitoring in place for the server load, but no app monitoring.

  • [ ] Set up a Node app to serve SSL requests and proxy to Apache.
  • [ ] Set up app monitoring.
  • [ ] Set up alerts for high error rates in the app.
