Chore (Tests) : Create initial foundation for tests

This updates the packages to use the versions demonstrated in the visual studio code extension test sample and creates initial tests. In spite of this, the test command doesn't work locally because the folder has been set to read-only. I would like some additional input to determine the origin of the issue.

Oh, I'm very sorry. I totally forgot about this PR. We'll have to update the branch from develop before I can merge it though.
