Yes, but someone already uploaded pygame_sdl2_windeps separately on GitHub — though it's extremely outdated, like from 10 years ago. I tried using it, but it doesn't work; it reports missing essential functions in the SDL part. So I figured I probably need to update SDL, but I don’t know which version of SDL pygame_sdl2 is actually using.
