I think in lightning a similar thing can happen. Channels only allow for a certain throughput (htlcs/sec) but if a high liquidity / low fee channel is created many nodes could select this Chanel
We could in particular try to understand when (statistically) a probability based routing algo would start to jamm high liquidity channels and compare conjestion with a more randomized strategy. While the later might need more attempts and be slower it could be better to avoid network conjestion
