RedroidAVCEnc: TODO unsupported setBitRate()

Describe the bug

When I use the OMX encoder with Intel iGPU, it works with some resolutions, but it doesn't seem to support setBitRate() which is part of the protocol.

@zhouziyang I wanted to contribute but I couldn't find it, it seems like it's added as prebuilt binary?

make sure the required kernel modules present 确保必须的内核功能已开启（ZH_CN）
