Support Application Auto Scaling

AWS recently announced Application Auto Scaling, which allows you to auto scale ECS services in response to CloudWatch metrics: https://aws.amazon.com/about-aws/whats-new/2016/05/amazon-ec2-container-service-supports-automatic-service-scaling

We can use this issue to track ideas of how we might make use of this within Empire.

I think with the new Custom::EmpireApp resource available in CF, you can easily setup your own cloudwatch alarms around an app via http://docs.aws.amazon.com/AWSCloudFormation/latest/UserGuide/aws-properties-cw-alarm.html

Just wondering if any progress has been made with this?

Seems like the simplest way would be to implement an option to enable either CPU or memory autoscaling, which would set-up the relevant CW alarms and scaling policies.
