Send details to external parties

Either call-center user or supper-user suppose to send a mail to Rescue teams including Military, DMC/AG/DS Office. He should able to generate the history of particular request/offer including all stages off comments and send it to external parties listed in the system.

We must think about end user privacy. We are not suppose to share details with everyone. All sharing details must be tracked in the system

This need to track history of communication with the requester or donner.
