[Doc] How to generate static web site app?

Could we document usage in the browser? How to generate static site as it can be found here: https://rektdeckard.github.io/huebert/#/ I tried http://localhost:4172/ but it does not serve the site. Should we modify webpack target? Thanks for the help here
