Implement newsgroup mirroring

Basic idea:

• As soon as the edit time frame expires, post a new message to the newsgroup
  • Create a new thread for the topic if none exists
  • Top level comments reply to the main post of the thread
• Threads are monitored for new replies with them being mirrored back to Diskuto
• Ratings are not reflected in the newsgroup
