clean up travis scripts

  • [ ] remove unused travis scripts
  • [ ] move used travis scripts to GitHub Actions workflows folder

  • e.g. https://github.com/reichlab/covid19-forecast-hub/blob/c0593729b2c9728121a0caaafd881ac0ce6c6ce2/.github/workflows/upload_to_zoltar.yml#L54 is a place where an active workflow is using something in the travis folder

I don't think so. We still do want to clean this up, but requires some mucking around with the various workflows and scripts.
