Update vuepress to latest beta version of v2

Summary

We are currently using vuepress v1 for generating a static documentation site. Vuepress v2 is still in beta but is relatively stable at this point and vuepress v1 is no longer maintained and will soon be deprecated. Also, there are a number of security alerts related to the use of node-forge that are the result of using vuepress v1 and it would be nice to resolve these by upgrading to v2.

Problem Definition

Vuepress v1 is no longer maintained and will soon be deprecated. Vuepress v2 uses typescript, adds new features, provides a cleaner configuration, and resolves existing security issues.

Proposal

Update to latest beta tag of vuepress v2.
