Investigate and resolve fluctuating code coverage reports

Summary

This issue has been happening for some time and after adding "projects" to code coverage it looks like it occurs in app and types and this is happening in pull requests that do not make any changes to app and types.

This might be related to uploading two coverage reports (one for stable and one for experimental) or it might be related to tests that are not run consistently. Would be nice to figure out the cause and to resolve so code coverage reports are more accurate.
