Add project creation fee managed by governance

Summary

In the current implementation, there is no fee for creating projects and only credit class issuers can create projects.

When we add support for permissionless project creation (#882), and before we disable the credit class creator allowlist, we should consider a project creation fee that is either burned or sent to the community funding pool (related to #1157).

Problem Definition

A project creation fee will prevent spam when there are no restictions on who can create credit classes and projects.

Proposal

Add project creation fee that can be updated via governance.
