Summary

Our CONTRIBUTING.md documentation is outdated and in need of instructions on how to use make commands, and other go commands such as go generate for generating mocks. We should also include guidelines on how to use labels and semantic commits with examples.

Our CONTRIBUTING.md documentation is outdated making it difficult for developers to contribute.

Proposal

Update CONTRIBUTING.md and include instructions on how to use make commands and go generate. Also include guidelines on how to use labels and semantic commits.
