Enhance "live reload" indicators

Move the icon next to the amendments (folder) icon, maybe show a pop-up indicating the live update.

  • The running indicator is nice but the fact it's turning always gets the attention and gets a bit annoying imho. It would be best if it were only doing one turn whenever the data is reloaded and actually modified
  • The live reload and its icon should stop/disappear whenever no more amendments en attente exist anymore. For it to be handled in the stepsbar whenever we're not in the corresponding amendments page, we should probably add a live_amendments field to the procedure.json data

+1 for a live reload icon which turns only when there is a refresh.
