Update placement scripts to support the new ClientConf format and Conjure fields.

  • [ ] add PantomIP subnets and version number
  • [ ] add Conjure Pubkey
  • [ ] remove limitations on usable decoys
  • [ ] add scanning for, and inclusion of, ipv6 decoys

Once these are complete

  • [ ] Enable automatic ClientConf updates (for tapdance) on the conjure branch of the client
