Config option to disable `ZYPAK_SPAWN_LATEST_ON_REEXEC`

It would be nice to have a cobalt.ini option to control the ZYPAK_SPAWN_LATEST_ON_REEXEC value. I'd like to integrate Cobalt into the Code-OSS flatpak. However, it needs ZYPAK_SPAWN_LATEST_ON_REEXEC to be set to 0 to function properly (refi64/zypak#19).
