Adding Github actions workflow for

  1. Building and publishing by Goreleaser for tags
  2. Building by docker for default branches
  3. Scanning by Trivy and Hadolint
  4. CodeQL analysis
  5. Dependency Review

Other minor changes

  1. Explicitly mention the full path for the docker library
