The backported test is failing (i.e. presumably this is when it tries to upgrade from 22.1.x to 22.2.x)

Given that most of these upgrades in the field have already happened, I'm not sure how much we need to invest in diagnosis: maybe @andrwng could take a quick look to see if it's something concerning

Yeah I need to spend a small bit of time on this to make sure it works properly with v22.2. I started using a more easily backportable verifier, but still need to settle issues with configuring idempotency in the verifier (or being unable to in this branch).
