redpanda: compaction inceased CPU latency on compacted topics

Idea is to push indexing to the background thread. On production workloads for a customer we see 10x latency increase from a non compacted topic when pushing cardinality of millions of entries with basically no cache hit on the pathological case when there are no repeated keys for example UUID
