CORE-2465 delete retention ms deprecation

delete_retention_ms was moved to an alias of log_retention_ms in 23.3, and marked as deprecated in the documentation.

for this new release, this PR moves it to a deprecated_property, so that it's not reported anymore when exporting configs, and does not change log_segment_ms
