Redpanda-Operator: Cache storage may not be handled correctly

What happened?

Storage is being filled due to the operator. Garbage collecting should be occurring so this should not be happening.

What did you expect to happen?

Garbage collection should keep storage at manageable levels.

How can we reproduce it (as minimally and precisely as possible)?. Please include values file.
