GCP PubSub output requires permission pubsub.topics.get

Problem: I have a case where the service account has only the permission pubsub.topics.publish but not pubsub.topics.get which seems to be required by benthos ( see https://github.com/redpanda-data/connect/blob/main/internal/impl/gcp/output_pubsub.go#L372 )

Request It would be good to have the ability to bypass that check
