vault does not use oidc refresh token

Describe the bug: (a clear and concise description of what the bug is)

After a while, vault loses the oidc sessions and presents an ugly list of auth options.

To Reproduce Steps to reproduce the behavior:

1. Go to vault
2. login with oidc
3. do something else for a while
4. go back to vault and reload

Expected behavior: (a clear and concise description of what you expected to happen)

The session to continue.

Versions: (seen in console's /settings)

• Core Version [e.g. 0.12.7]

self signed certs issuer is normal part of the workflow now, and this issue is a hindrance to the user. Relabeling as a bug as this should not happen
