Upgrade ingress related apps

The following apps should be upgraded the recent versions

  • [ ] external-dns
  • [ ] cert-manager
  • [ ] nginx-ingress-controller
  • [ ] oauth-proxy2

We should probably divide this into multiple issues and prioritize them separately. Not every upgrade has the same priority and complexity. Also we could sometimes move to the latest patch release if still in support while postponing a major upgrade.
