The TargetDown alert is not triggered in team prometheus

To Reproduce Steps to reproduce the behavior:

1. Deploy Otomi with values from tests/integration/monitoring-with-team.yaml
2. Scale down petclininc replicas. Edit the petclinic workload values with replicas: 0
3. Observe that TargetDown rule is not triggered in a team prometheus alerts

Expected behavior: (a clear and concise description of what you expected to happen) The TargetDown rule is triggered in for the team-demo/petclinic service
