AS A platform engineer I WANT TO use provide my own workload catalog SO development teams can leverage golden paths for deploying their applications in Otomi

Acceptance criteria

GIVEN custom public repo containing workload catalog WHEN I set a custom workload catalog repository url in Otomi settings THEN This repo is replicated in Gitea AND All teams use it as a default workload catalog

Definition of done
