[SPEC]: Include Annotations on every datapoint including git metadata

metadata we want if possible is:

  • link to a PR / github if relevant
  • include branch name
  • include hash
  • include text description
  • annotation time should be equal to the commit date
  • include commit date and collection date as part of annotation info
