Improve Document on pingBeforeActivateConnection

pingBeforeActivateConnection has a vague explanation of why we need this. In most cases a new established should be fine and there is no need to check it. The only reason I can find is to work around an AWS problem (not fully confirmed that it's an AWS problem though), can we put some explanation about why and when to use it in the document?
