Network-latency profile on Debian 12 slows the whole server

After I installed Tuned and picked a profile, for example network-latency, my apt install operations are infinite or extremely slow. Disabling the profile removes that issue. I'm using Debian 12 and AMD CPU. With balanced profile I don't see this problem.
