[RFE] Implement quads-cli --setup for interactive setup of /opt/quads/conf/quads.yml

This RFE should track augmenting quads-cli with a --setup command.

  • Prompt for all the quads.yml fields required to run QUADS
  • Prompt for replacement of any core service commands (display our defaults and enter accepts those)
  • Backup the existing `/opt/quads/conf/quads.yml and overwrite with the answers
