[RFE] Monitor host usage via PDU and switch

Is your feature request related to a problem? Please describe. We can try and profile host usage based on PDU and network traffic.

Describe the solution you'd like PDUs can report power consumption via SNMP and we can access the switches to monitor network traffic.

Additional context We could also profile and aggregate this 2 to report usage.

I think this is better handled in Grafana and beyond the scope of the current QUADS codebase and our development resources, going to close this but we can revisit if we change our minds.
