(RFE) Make change-list functionality from 1.0 directly into quads-cli

In QUADS 1.0 we had a tool that parsed the next, upcoming changes:

This is useful reporting functionality that's better implemented directly into quads-cli either in --move-hosts or somewhere else that makes sense like quads-cli --next-change
